Power BI Developer / Data Analyst

Security / Access: U.S. citizenship required; able to complete Tier 1 background investigation, obtain and maintain CAC and required logical access within 15 calendar days after contract start; able to handle CUI in Government-authorized environments.

Position Summary

The Power BI Developer / Data Analyst designs, develops, tests, deploys, and sustains interactive business-intelligence dashboards for the HQ AFRC/A4 Flying Hours Project and future authorized portfolio workloads. The position turns validated data provided through Government-authorized pipelines into accurate, intuitive, and actionable decision support for command leadership, operational users, and analysts.

The role owns the Power BI user experience, including semantic models, Power Query transformations, DAX measures, KPI visualizations, drill-down/drill-through interactions, report performance, dashboard usability, and user acceptance testing. Working with the Senior Data Engineer / Integration Lead, the Power BI Developer ensures that visualized metrics are traceable to authoritative sources, reconciled before release, and documented for long-term Government ownership.

Key Responsibilities

• Analyze operational requirements, user stories, existing Excel/Power BI artifacts, Government-provided data models, and stakeholder feedback to define dashboard and KPI requirements.

• Design, develop, test, and deploy interactive Power BI dashboards in Government-designated Power BI Premium, SharePoint, and related Government cloud environments.

• Build and maintain Power BI semantic models, relationships, calculated columns, measures, reusable DAX logic, Power Query transformations, and report-level security/configuration as directed by the Government.

• Create executive-level visualizations, KPI scorecards, trends, drill-down/drill-through paths, exception indicators, filters, and user-centered navigation that enable decision makers to interpret operational data quickly.

• Partner with the Senior Data Engineer / Integration Lead to validate source-to-dashboard lineage, implement approved data definitions, align refresh behavior, and resolve data/visual discrepancies.

• Perform dashboard functional testing, broken-link checks, refresh validation, usability testing, performance optimization, and automated UAT-script execution using tools available inside the Government-furnished environment.

• Reconcile report outputs and calculations to the Government-designated authoritative baseline before release; document validation results, assumptions, and exceptions.

• Develop and maintain .pbix configuration packages, dashboard design standards, report inventories, KPI definitions, data dictionaries, user guides, system-administrator guides, and training materials.

• Prepare user/admin training slides, quick-reference guides, and approved tutorials; provide knowledge-transfer sessions before production deployment and throughout sustainment.

• Support Agile planning, backlog refinement, sprint demonstrations, defect triage, release readiness, and user-feedback prioritization.

• Monitor dashboard functionality, refresh status, visual/query performance, user-reported issues, and availability; support timely corrections and documentation updates.

• Contribute to the repeatable Portfolio Onboarding Protocol by defining dashboard-development prerequisites, visualization/configuration standards, validation criteria, and release/acceptance artifacts.

• Safeguard CUI and Government-furnished equipment; use only Government-authorized software, collaboration tools, VPN/VDI connectivity, and data repositories.

Required Qualifications

• U.S. citizen able to satisfy CAC, Tier 1, and Government logical-access requirements.

• Bachelor’s degree in data analytics, information systems, computer science, business analytics, mathematics, statistics, or a related field; equivalent relevant experience may substitute for a degree.

• Five or more years of experience in business intelligence, data analytics, dashboard development, reporting modernization, or related roles.

• Demonstrated advanced experience designing and delivering interactive Microsoft Power BI dashboards for operational, executive, or enterprise users.

• Demonstrated proficiency in Power BI Desktop and Service, Power Query, DAX, data modeling, report design, dashboard performance optimization, and end-user visualization practices.

• Experience conducting data validation, report testing, reconciliation, and user acceptance testing in a production or mission-support environment.

• Experience preparing technical documentation, dashboard configuration artifacts, user guides, and training materials.

• Ability to translate stakeholder questions and business rules into measurable KPIs, intuitive visualizations, and traceable data requirements.

Preferred Qualifications

• Experience with Palantir Foundry as a consumer of governed datasets, including the use of Foundry-produced data in Power BI or other BI tools.

• Experience with Air Force, DoD, logistics, maintenance, readiness, flight-management, or other complex operational-data dashboards.

• Experience with Microsoft Fabric, Azure data services, Power BI Premium capacities, SharePoint Online, or Government cloud tenants.

• Familiarity with data-pipeline concepts, SQL, data lineage, dimensional/semantic modeling, and integration testing.

• Experience delivering dashboards in environments handling CUI and using Government-furnished systems and repositories.

Performance Measures

• FHP and subsequent Power BI dashboards operate without broken links or script failures and meet applicable dashboard-availability objectives, excluding Government-source or Government-network outages.

• Dashboard calculations reconcile to Government-authoritative source data before release.

• UAT, functional test, and release evidence is complete and available for Government review.

• Dashboard configuration files, user/admin documentation, and training materials meet Government formatting and acceptance requirements.

• User feedback, defects, and visualization updates are addressed through the Agile backlog and incorporated into timely releases.
